Three separate local governments serve Greeley County - the county agency, the City of Tribune, and the City of Horace. Although the groups occassionally pool resources, jointly purchasing equipment and sharing personnel, they operate independently to govern the state's least populated county.

Greeley County has always been ahead of the curve in organizational efficiency. It was the first Kansas county to consolidate its schools as well as its road department. Now, citizens and government officials are looking into the prospect of combining the Greeley County government, the City of Horace, and the City of Tribune.
