Based on the four-square model of community life, Greeley County's Community Development efforts strive to ensure representation of business, healthcare, education, and government in each action team and the GCCD board of directors.

Each action team is comprised of 6-11 members from different occupations, organizations, backgrounds, and age groups. Each team is headed by two co-conveners, sharing responsibility and accountability. They frequently report to each other on activities, aligning efforts and encouraging collaboration.
